None of the three choices you listed.... there HAS to be stricter PUNISHMENT before we see any decrease in driving drunk. The Court Systems is the largest offender, and every judge should be held accountable for every drunk driver he doesnt throw the book at......who causes harm to anyone!
Better education and
Better education and rehabilitation are the only real solution. People need to learn to be cognitive of their inebriation and not go out for a drive. Sadly, too many people are hardly cognitive even when they're sober.
Enforcement and punishment don't do anything to prevent the problem from occurring. "Fear of being punished" has never been a successful deterrent that lasts. It is a temporary fix for a much larger problem.
As an example of Education -vs- Punishment, let's say you just got a new puppy. It's not house-trained, and it piddles on the carpet. Do you show it the litter box, or do you kick it? The next day, when it piddles on the carpet again, do you show it the litter box again, or do you kick it a little harder?
(Disclaimer: This is simply an analogy. I do not own a dog, nor would I ever cause harm to any animal. I love pets.)

Now, I can agree that some people are no more intelligent than a puppy. However, there is the fact that most people have an internal sensor that points to the differences between right and wrong, so I find your person/puppy comparison lacking.
Seriously, we need more education to tell people it's a bad idea to drink and drive? That would be like doing a million dollar study to tell people that eating McDonald's will make you fat.
And rehab works only if the person entering a program is ready to help themselves. Nowadays, it seems to be used as a quick fix to avoid a harsh penalty.
If I'm drinking, I am staying where I'm at, I have a designated driver or the phone number for a cab company saved in my cell phone. It's very simple common sense.
Personally, I don't think the current punishments go far enough, at least for repeat offenders. These people put me and those I care most about at risk when they're on the road. And the sad part is, a drunk driving accident/injury/fatality is 100% preventable.
If I see an erratic driver, my fingers are dialing 911 for REDDI, not 411 to get the number for the nearest rehab facility.

We need to take DUI
We need to take DUI offenders' licenses. When they finally get it back, it should have that "Under 21" sidebar on it (regardless of their age) so they can't buy alcohol. Ever again.
