Mark Skogen, Widseth Smith Nolting’s senior civil engineering technician, was recently awarded a Certified Public Infrastructure Inspector (CPII) certification from the American Public Works Association (APWA) credentialing program. Skogen is one of only six CPIIs in Minnesota. The CPII certification is intended for individuals who inspect the construction of public infrastructure (roadways, highways, utilities, bridges, dams) and facilities (pump stations, treatment plants, water storage facilities).

Skogen joins 256 other public works professionals from across North America who have received the CPII certification since the inception of the APWA program.

Skogen is the only CPII in private practice in Minnesota. Working primarily on municipal engineering and site development projects, his responsibilities include technical design of sanitary sewer, water, storm sewer and roadway improvements, state aid plan preparation, Stormwater Pollution Prevention Plan (SWPPP) preparation, construction staking computations, construction management and construction observation.

He has also worked on a variety of projects for which he provided design plan preparation, construction inspection and contract administration.

In addition to his recent designation as an APWA CPII, Skogen has numerous Minnesota Department of Transportation certifications as well as credentials as a Minnesota erosion/sediment control specialist in inspection, installation, construction site management, and design of construction SWPPPs.

Skogen earned a Bachelor of Arts degree in biology and chemistry from the College of St. Scholastica in 1989. He has been lead civil technician for more than 25 sanitary sewer, water and roadway projects in Baxter, with duties that included technical design of sanitary sewer, water, storm sewer and roadway improvements, quantity calculations and tabulations; plan development and preparation; construction observation; and record drawing preparation.
