Nisswa City Council discusses abatement bond items

City seeks to fund park, community center improvements, as well as public restrooms

The Nisswa City Council met Wednesday, Nov. 28, to talk about items to include in a possible $500,000 abatement bond in 2013.

An abatement bond is a bonding authority cities can use for capital improvement projects. The city would possibly bond for $123,900 for park and recreation projects, $108,794 in Nisswa Community Center improvements and $260,000 for public restrooms on Main Street.

Recently, the Nisswa Chamber of Commerce approached the city about having space in the facility that would house the public restrooms. That facility would be where the current restrooms and former chamber building are located now, on the Paul Bunyan Trail on Main Street.

The chamber moved its office from that building to Nisswa Square in August 2011, citing the need for more space and a more energy efficient building.

The council didn’t reach a consensus on the proposed building/public restrooms on Main Street. A design concept that includes space for a potential welcome center/chamber office caused costs to go up, and the council wants to bring those costs back down.

The city has budgeted $57,000 in 2013 for an abatement bond payment.

A special meeting will be at 4 p.m. Wednesday, Dec. 12, for more discussion. The council would have to hold a public hearing on the abatement bond in the future as well.
